We are looking for experienced and qualified community organisations to occupy, manage and deliver community focused services from part of the Morrison Reserve community facilities at 20 Old Hereford Road, Mt Evelyn.

The managing organisation must, at a minimum:

  • Ensure that the facility is welcoming and accessible to the local community.
  • Manage the day-to-day operation of the facility.
  • Have the capacity to meet the required reporting obligations.
  • Enter into a Partnering Agreement with Council **This may be dependent on EOI type.
  • Demonstrate capacity to meet all regulatory requirements.

The managing organisation must not at any time:

  • Allow or undertake gambling at the premises.

Building 1

  • Large main room
  • Kitchen
  • Office
  • Two toilets
  • Two outdoor sheds
  • Ramps to building entrance and outdoor area
  • Outdoor area with fencing (outdoor area to be determined depending on outcome of EOI)
  • Exterior fencing
  • Outdoor area/playground

Building 2

  • 3-4 classrooms with kitchenette, cabinets and whiteboards
  • 2 small classrooms or admin offices
  • Loft area for storage
  • Laundry
  • Two toilets
  • Outdoor area/playground

Mandatory

  • Compliance to submission format
  • Risk management including OHS
  • Compliance with current Child Safe Standards
  • Ability to meet the Mandatory Service Delivery expectations

Experience and capability (40%)

  • Relevant experience in program delivery and facility management aligned with the permitted use and operations and experience meeting relevant Council and government agency requirements where relevant
  • Demonstration of past performance and/or referee reports. Referee reports or testimonials from previous partners, clients or landlords can support this, providing insight into the applicant’s reputation, service quality, and ability to meet obligations
  • Current community commitments, partnerships, leases or agreements to deliver similar programs and services
  • Proposed operating structure, governance and on-site resourcing

Note: Respondent with a proven track record. For example, three or more years of consistent service delivery, may be rated more highly. Experience should reflect ability to manage leased premises, deliver community outcomes, and comply with reporting, compliance and operational obligations.

Services, community benefit (40%)

  • Services offered and benefit to the community
  • Information relating to the opportunity or gap in the local community for the proposed service
  • Proposed operating hours
  • Engagement and promotions plan
  • Proposed investment or improvements to the premises (if any)

Rental proposal and capacity to pay (20%)

  • Rent proposal/ capacity to pay
  • Demonstrated capacity to meet financial commitments. Applicants should provide evidence of sound financial management, such as annual report, budget forecasts, funding sources or financial statements.

Council reserves the right to assess the merits of each proposal by considering any matter, fact or circumstance it considers appropriate.
