The Erosion Management Overlay (EMO) is a planning control used in Victoria to manage land at risk of erosion or landslip. It helps ensure that development - like buildings or earthworks - is safe and appropriate for the landscape.

Council needs to keep planning controls up to date and is updating the EMO by a Planning Scheme Amendment (PSA). This is a formal change to the rules about how land can be used or developed. Council must follow a process that includes exhibition and State Government approval. Once approved, the Yarra Ranges Planning Scheme is updated. Amendments are given a letter and number by the Department of Transport and Planning - this PSA is called Amendment C225.

As part of the PSA, you can make a submission, however this must be completed in writing.

In areas like the Yarra Ranges, landslides and debris flows can pose serious risks. The EMO helps reduce these risks by requiring developments to be carefully designed and, in many cases, assessed by a geotechnical engineer.
