A consistent message we hear from the Lilydale community is that the town needs a community focal point, or a heart, where people can meet and gather. In its current form Lilydale is very spread out and needs change to bring things together. To help plan for this, Council is developing a Design Framework that will guide the delivery of community spaces, facilities and infrastructure in Lilydale. This new precinct is referred to as the Community Heart in Lilydale (CHIL Precinct).
A Design Framework for the CHIL Precinct will explore how the different activities can be planned to fit together. It will provide a long-term vision and guidance for setting priorities that inform design options for future developments. The project builds on the Lilydale Place Plan 2018, the Lilydale Structure Plan 2022, and is supported by feedback from the community, local businesses, and draws on technical research and advice.
To kick off the project we are asking you to share your ideas on what values lie at the heart of a great community. This will set the foundation of the design framework.

We have the right to edit or remove any content submitted by a user. This can include, but not be limited to:
- Personal attacks on other participants or staff
- Personal information about any of the participants or staff
- Offensive language including profanity
- Comments that are discriminatory of people’s gender, race, religion, culture, sexual preference, appearance or background
- Links to any advertising or illegal material
- Spamming of comments
Participation Guidelines
- Contribute constructive discussions and comments while respecting the views of other people
- Only post content that suitable for anyone (including young children) to view
- Ensure you have received permission to post any images or intellectual property of third parties
- Do not spam either by posting irrelevant websites or by re-posting your comment

Community Values Workshops
We are looking for a wide range of community representatives to participate in a series of workshops throughout April.
To assist in the development of the CHIL Precinct Design Framework, we would like to develop a meaningful set of community values. These will then be used to help guide a design approach for the look and feel of Lilydale into the future.
These workshops will identify and shape these values, which will then be prioritised with input from the broader community.
